I notice that most questions have a number for how many times they’ve been answered but only a few have votes. Most of the questions have zero votes.

What exactly is a vote? How does someone vote on a question?

IMHO, I don’t think it would change my search if one question got more votes than another. I’m more interested to see the answers.

Good observation and good question. When we made the Vote button (that up arrow to the left of the Question title & body), we were thinking it let people let the asker know that their question is a really great / useful / well-asked question, which would be nice feedback. Additionally, we hoped that it could also be used to let people browse the “most appreciated” questions. We’ll be rolling out a new feature soon that supports seeing questions ranked that way, and we’ll see if anyone uses it.

It will not be used if people aren’t voting for questions though. And I agree that answers are usually more interesting than questions.

You can vote on answers too, btw. Click on the up arrow to the left of the answer, and the answer with the most number of votes will then appear at the top of the queue, just under the question, for the next person who reads that question.
